Yes, the Christchurch CBD has definitely been depopulated since 22 Feb. (We are cordoned too) My reference is to planning for a spatial reduction through urban design. A smaller area with compact mixed use plus green space where many more people can live, work, visit and be entertained. A smaller but easily accessed and vibrant place.

I note from your web site that there is a proposition for a "reduced CBD" - presumably for Christchurch City.
The current earthquake shocks have already achieved that concept in physical terms.
On the other hand, it woudl be more meaningful to anticipate forecasts of population growth from assessments by the New Zealand Statistics Dept. - and also to consider in depth the probabilities for future long-term socio-economic development, having regard both to the availability of potential resources; international trade markets and the conservation and use of natural assets that could encourage tourism to and within New Zealand. On that latter account, the recent series of earthquakes in Christchurch may have negative impacts.
As a matter of courtesy, I would be obliged if you would confirm receipt of this memorandum - along with other appropriate observations that may have regarding positive and/or negative implications in respect of Christschurch City.
